This RPG will take place in the Mojave Wasteland as well as the Capital Wasteland, during 2279, after the events of Fallout 3, but before the events of Fallout New Vegas.
The five major factions are Caesar's Legion, The Enclave Protectorates, NCR, Super Mutants, and The Brotherhood of Steel (East/West). All of these factions are vying for control of the Wasteland.
The following is a brief summary of each faction.
Caesar's Legion: The ultimate goal of the Legion is to unite humanity. They see democratic societies, such as the NCR, as tools so the wealthy can prevail over the poor. The Legion uses brutal and militaristic tactics in hopes of uniting humanity under one flag. They are currently at war the NCR.
The Enclave Protectorates: The Enclave Protectorates are a sub-division of Caesar's Legion. They were integrated in 2278, after their fall in the Capital Wasteland. Without a leader, and hopeless they turned to the Legion, who promised salvation and strength. Many of these Enclave were young and naive soldiers, but ultimately joined. Caesar allowed them to become a subdivision, kept at a maximum of 300 men, and be allowed to keep and continue their science.
The New Californian Republic: The NCR, or New California Republic, is a democratic federation based in California. The NCR hopes to restore order and progress in the wasteland, using Old World Tactics, such as democracy, liberty, and the rule of law. The are currently at war with Caesar's Legion and The Enclave Protectorates.
The Super Mutants: They want to kill everything. End of story.
The Brotherhood of Steel West: The Brotherhood of Steel is a religious organization with it's roots steaming from Pre-War American military. The BoS hope to rebuild humanity through the use of superior technology. They are a select group and hope to gain power through authority and technology. They are currently in hiding, hoping to rebuild their numbers.
The Brotherhood of Steel East: This faction of the Brotherhood of Steel is pro-people. They hope to help the people of the Wasteland through their superior technology, instead of the Western Brotherhood.
This RPG takes place in the Fallout universe.
You can be part of any of the above factions, as well as a Wanderer and a Courier.
Do not make your character God-Like or convoluted.
Your weapons may be strictly from the Fallout Universe. See Weapons Section.
You cannot kill other players. Unless specifically told, asked, or granted permission.
You can control more than one character. But do not make dozens.
Please participate in the storyline.
Characters should act as their character would. (Soldiers are soldiers. Wanderers wander. Etc.)
No Sex. Affection is fine.
Characters must stick to their affiliation. Exceptions may be granted.

The Enclave Protectorates
Same as NCR, with a few exceptions. The highest rank is Major. (Exceptions granted on case by case basis).
Doctor is added for medical reasons.
Because the Enclave is protectorates of the legion, all ranks are equal to the Legion Recruit rank. As in a Decanus in the Legion army has command over a Major in the Enclave. But a Recruit is equal to a Major, but greater than everyone else.
Special Circumstances to a Special Agent. They answer directly to the Major/Legate/Caesar. (Needs Approval)
The year is 2279, it has been two years since the Lone Wanderer helped the Brotherhood of Steel East defeat the Enclave and purify the water. Since then, the BoS East have helped the people of the Capital Wasteland as much as possible, taking over Adams Air Force Base as well as having permanent sites across the Capital Wasteland. The Enclave is almost nowhere to be seen.
It has been two years since the defeat of the Legion and the First Battle of Hoover Dam. The NCR have continued to patrol the Mojave, hoping to keep it from the Legion's hands. Since this defeat, Caesar has sent his son, Caesar II, across the country to the Capital Wasteland with a legion of 500 men. His mission, find something that could win the war. Caesar II finds something, and it happens to be the Enclave, or what's left of them. The Enclave secede into the Legion's ranks, Caesar II allowing them to remain as a sud-division, allowing the use of technology.
And thus, with the use of the Enclave's vertibirds, the Legion is able to spread units and supplies to and from the Mojave/Capital Wasteland. The NCR see Legion activity rise. And the BoS West, see the same.
A three-way war begins to boil.
Post your character sheets and I will get the ball rolling! You can place your characters in appropriate positions. NCR should be in the Mojave. Legion can be in both areas. Enclave in the Capital Wasteland. And Depending on which BoS you chose, either the Mojave or Capital Wasteland.

Traits: Intellegent, Cautious, Quiet, Selfless, Curious
Background History: A 27-year old man who grew up in the Wastes. He used to live in Downtown D.C., however he now establishes his camp in the Statesman Hotel. He has a close affiliation to the Regulators and helps out when he can. He specializes in independancy, and is very intellegent and knowledgable. He likes to collect weapons and strips them for their parts to create his own "modified" versions of "core" weapons. He likes to create his own attachments like a "raw" silencer and "triple-extended" mag. He is known to build items for "the right price", the Regulators being his biggest profit. He knows Downtown D.C. pretty well and is generally selfless.
Weapons: Custom-built Assault Rifle with a "raw" silencer so it muffles the shot without taking from damage, and a custom-built hunting rifle with a scope and raw silencer.

Back story: Samuel grew up in Freeside. He remembered looking out and seeing the NCR's monorail system and the lights of the Strip and knowing what it's like inside. When he was of age, Sam joined the NCR. He felt that the NCR looked out for him and his family so he'll pay the NCR back respectfully. Sam has also participated in the two major fights with the NCR and in the Mojave Wasteland, both the First Battle of Hoover Dam and Operation: Sunburst. Now he's an NCR Ranger Sniper who is deployed at Fort Golf.

Legion Command - Vault 92, Capital Wasteland
Caesar II was standing in the Overseer office. He was overlooking the atrium of the Vault, watching Legion and Enclave soldiers work together in an effort to bring the entire Vault back online.
Unlike his father, Caesar II was happy using the technology stored in the Vault, and the restoration was just beginning. An armory, mess hall, and training facilities had all been set up. And he...he was in absolute command of the entire facility, and the town "Old Olney" just a few miles Southeast.
Caesar II turned to face two of his Centurions, both of whom were giving him status reports of scouting missions.
Caesar II: Just tell me this...have the vertibirds reached my father?
The two centurions looked at each other.
Centurion: They should be there within the day, Caesar.
Caesar II nodded and sat down in the chair behind his desk.
Caesar II: Excellent. The status of Old Olney?
Centurion 2: The Enclave engineers have set up defenses around the area and we have begun setting up camps and armories. Two days and we will have our base, Caesar.
Caesar II nodded.
Caesar II: Dismissed. And find Skinner. We must speak right away.
The two Centurions brought their fists to their chests and bowed. They left the room, leaving Caesar II and three Praetorians.
One Centurion went to find Skinner, the Enclave commander.
Hidden Valley Bunker, Brotherhood West - Mojave Wasteland
Catherine was in the command room, speaking with other Paladins about the situation with the Mojave.
Catherine: Tensions are rising with the NCR and Great Khans once again...and reports indicate that the Khans have already sided with the Legion.
Paladin: Unsettling news. The Khans have many in number and if the Legion decide to push again they may indeed take the Dam.
Catherine: Yet the NCR will be pushed out of the Mojave and we can begin our rise again.
Paladin 2: Negative Paladin. We must wait...the Legion will most likely enslave hundreds of people here. And they will certainly kill us all if they find us out and about.
Catherine nodded and backed away from the map of the Mojave. She made her way back to her quarters, until a young Knight walked into the room.
Knight: Paladins! A scout has just returned with important information.
The paladins all turned to face the Knight.
Knight: Reports confirm that an Enclave vertibird has just landed on the Legion-controlled side of the dam.
Suddenly, all hell broke loose between Paladins. Arguments broke out that the reports were lying, that the Enclave could not be so near, and definitely not with the Legion.
Skinner was in the armory, examining what was left of The Enclave's equipment. He drew his Plasma Pistol and ejected the Energy Cell. He let the depleted Energy Cell hit the ground, as he began to restock his own personal supply. Skinner knew that The Legion preferred the more traditional weaponry, such as bullet, but he knew that the more advanced weaponry would only last for so long.
Skinner was deep in thought, thinking about the current situation The Enclave was in. He had watched their power diminish, and it did not make him happy. Falling under the banner of the Legion was the hardest thing he had ever had to do...and what made it worse was that his own ranking was diminished, with a large, and unacceptable majority of what was left of The Enclave answering to the freshest of recruits in The Legion.
Skinner: Roman bastards...at one point these were Americans...and look at them now...savage beasts who felt it was easier to admire one of the most barbaric civilizations in history...instead of trying to work towards the age of enlightenment...
Skinner sighed. He holstered his Plasma Pistol, and turned to leave the armory. As he walked out, he was stopped by one of the Legion soldiers. Skinner used his index finger to push on the bridge of his sunglasses, bringing them closer to his face, to better conceal his eyes.
Legion Recruit: I have been ordered by one of the Centurions, speaking on behalf of Caeser II, to ask you to come with me, so that I may bring you before Caeser II himself.
Skinner: Very well...recruit. Bring me before Caeser...
The Legion Recruit scoffed, but turned, and led Skinner directly to The Overseers office, to speak with Caeser II.
Caesar II heard the door open and stood to face the recruit and Skinner.
The Praetorian guards straightened as they looked at the Enclave officer.
Caesar II: You are dismissed recruit. Skinner, do come in...have a seat.
Caesar II was smiling waiting for Skinner to enter the room.
Camp McCarren - Mojave Wasteland
Morgan was sitting in his bunk, sharpening his combat knife when he heard an NCR soldier walk into 1st Recon's tent.
Soldier: An Enclave vertibird has landed on the far side of the Dam!
The entirety of 1st Recon stopped what they were doing and looked at the soldier. Morgan stopped sharpening and listened, still staring at his knife.
Soldier: General Oliver is calling all soldiers to be ready to move. And he wants 1st Recon to get their asses to the dam ASAP!
The members of 1st Recon all began to load their stuff, moving quickly and gathering everything they could.
Morgan on the other hand, slid his knife into a slot on his belt, grabbed his sniper, a small bag, and left the tent. He headed straight to one of the convoys headed to the dam.
Morgan had grown used to this, being the Mojave for what was coming on 26 years, he knew to travel light and be ready to move on a moments notice. And so, with his belongings next to him. He made his way straight to the Dam with the convoy.
Caesar II: Well, Skinner...I believe it is time that our appearance in the Capital is known. The Brotherhood of Steel is your main enemy in this area, and well...now my main enemy.
Caesar II walked over to Skinner.
Caesar II: I want to help the Enclave Skinner...and for this to be possible...I need you to help me. I want the Brotherhood in this area...destroyed and I want their main base of operations to be the Legion's main base.
Caesar II paused.
Caesar II: And then...the Enclave will be a power once again. So...help me, help you Skinner. Let's destroy the Brotherhood.
Skinner: There is nothing I want more than to destroy The Brotherhood...believe me...but these things take time. You forget...The Brotherhood has access to very much the same technology we do. Their power armor is very much a match for our own...and our supply is dwindling. If we try and rush the destruction of The Brotherhood...we may very well defeat ourselves.
Skinner: As for The Enclave...let me worry about The Enclave...let me worry about the future of The Enclave. There is nobody else here more qualified to worry about The Enclave than I...
